Raises the minimum age for commitment to the state training school from 10 years to 12 years old.

Prohibits children under 12 years old from being held in secure detention as a disposition order.

Maintains requirement that only children adjudicated delinquent for felonies may be committed to the training school.

Effective July 1, 2019.
