Creates the "Evelyn Gandy Fair Pay Act" to discourage wage discrimination against women and clarify remedies for such discrimination.

Establishes that an unlawful employment practice occurs under federal civil rights laws when a discriminatory compensation decision is adopted, when an individual becomes subject to it, or when wages or benefits are paid based on such a decision.

Allows aggrieved persons to recover back pay for up to two years preceding the filing of a charge when unlawful employment practices involving wage discrimination occurred during the charge filing period and are similar or related to earlier discrimination.

Declares that women are equally competent and effective as men, referencing Evelyn Gandy's historic achievements as Mississippi's first female State Treasurer, Insurance Commissioner, and Lieutenant Governor who received equal pay to her male predecessors.
