Amends Mississippi Code Section 63-3-615 to allow any person (not just law enforcement or school bus drivers) to witness and report violations of school bus passing laws.

School bus drivers may now stop and block the two outermost right lanes of traffic while receiving or discharging students, or both lanes on a two-lane road.

Maintains existing penalties: first violation of school bus passing laws results in fines of $350-$750 or up to one year imprisonment; second offense within five years results in fines of $750-$1,500, up to one year imprisonment, and a 90-day driver's license suspension.

Violations resulting in injury to a child boarding or exiting a school bus are prosecuted under assault statutes with enhanced penalties.

Effective date: July 1, 2019.
