Amends the Mississippi Accountability and Transparency Act of 2008 to expand the definition of "agency" to include counties and municipalities.

Requires each county with a population of 80,000 or greater to create and maintain an accountability and transparency website or section by July 1, 2020, displaying financial reports, audits, budgets, and public fund expenditures.

Requires each municipality with a population of 10,000 or greater to create and maintain an accountability and transparency website or section by July 1, 2020, with the same financial disclosure requirements as counties.

Removes language excluding counties and municipalities from the definition of "state agency" in provisions regarding meeting notice requirements and accountability reporting.

Takes effect July 1, 2019.
