Authorizes districts of innovation to administer the Cambridge Assessment or other nationally recognized assessments in lieu of the Mississippi Academic Assessment Program (MAAP) for determining student proficiency and accountability ratings.

Requires the State Department of Education to develop procedures for accepting alternative assessments used by schools within districts of innovation and to assign accountability designations (A, B, C, D, F, or "DOI") based on performance comparisons to statewide assessment cut scores.

Adds "DOI" (District of Innovation) as a sixth accountability designation for schools and districts using board-approved alternative curricula and assessments including the Cambridge Assessment.

Modifies district of innovation regulations to include acceptable performance standards for alternative nationally recognized assessments and allows development of modified accountability models consistent with the Every Student Succeeds Act.

Effective July 1, 2019, with a repeal date of June 30, 2019 (appears to contain a technical error in the effective date language).
