Reenacts the Small Business and Grocer Investment Act, a program providing grants and loans to healthy food retailers in underserved communities in Mississippi.

Authorizes the Mississippi Development Authority to establish a public-private partnership that provides funding and technical assistance for projects such as new grocery store construction, renovations, farmers markets, and food cooperatives that increase access to fresh produce.

Eligible funding uses include site acquisition, construction costs, equipment, workforce training, security, predevelopment costs, and working capital for inventory.

Requires applicants to demonstrate commitment to selling fresh fruits and vegetables, benefit underserved communities designated as Tier Two or Tier Three areas, and avoid directly competing with existing food retailers.

Extends the repealer date of the Small Business and Grocer Investment Act from July 1, 2019 to July 1, 2022.
