Creates Section 31-5-39 of Mississippi Code requiring public entities to establish a cost estimate before receiving bids for construction projects (buildings, highways, bridges, public works).

Permits public entities to allocate additional funds to a project at any time, including to award contracts to the lowest and best bidder.

Prohibits allocation of additional funds after the bid deadline for the purpose of increasing negotiation authority.

Applies to the State of Mississippi, its agencies, departments, institutions, and political subdivisions.

Takes effect upon passage.
