Prohibits state funding for existing contracts between the Department of Human Services and private entities for child support collection and enforcement operations effective October 1, 2019.

Requires the Department of Human Services to terminate private contracts after funding ends and assume all child support collection and enforcement functions previously performed by private entities.

Shields the state from monetary penalties or liability to private entities resulting from contract termination.

Amends Section 43-1-3 of Mississippi Code to ban the Department from entering into new contracts with private entities for child support collection and enforcement operations on or after this act's effective date.

Extends the repeal date of Section 43-1-3 from July 1, 2019 to July 1, 2020.
