Extends exemptions for both departments from State Personnel Board regulations through July 1, 2020, allowing personnel actions without standard state service employee protections during this period.

Extends exemptions for both departments from Public Procurement Review Board regulations on personal and professional services contracts through July 1, 2020, while requiring notice to the board with opportunity to provide recommendations within seven-day periods.

Requires both departments to provide notice of proposed actions to relevant oversight boards (MDITS and Public Procurement Review Board) for recommendations, though the boards cannot disapprove proposed actions.

Maintains annual reporting requirements for exempted agencies to the Lieutenant Governor and legislative committees regarding employee salary increases, dismissals, and new hires.
