Extends the repeal date of Mississippi Department of Transportation's authority to issue harvest permits from July 1, 2019 to July 1, 2022.

Harvest permits authorize vehicle owners/operators hauling sand, gravel, woodchips, wood shavings, sawdust, fill dirt, agricultural products, or unprocessed forestry products to operate on state highways (excluding interstate and certain designated roads).

Permit fee remains $25.00 per permit with a one-year expiration date; fees are distributed quarterly to counties for road and bridge improvements.

Permit must be displayed as a decal on the upper left corner of the windshield on the driver's side.

Effective date is July 1, 2019.
