Authorizes law enforcement officers to use license-plate readers that access the motor vehicle insurance verification system to enforce motor vehicle liability insurance requirements.

Allows officers to access the verification system when using a license-plate reader, in addition to existing authority during traffic stops or accident investigations.

Establishes that the verification system response supersedes an insurance card presented by a driver, allowing officers to issue citations based on system results.

Permits officers to exercise discretion and not cite drivers during the first 60 days after temporary insurance is issued if the verification system shows an expired policy but the driver provides proof of new insurance.

Takes effect July 1, 2019.
