Creates new Section 41-41-34.1 to prohibit abortion of an unborn human individual once a detectable fetal heartbeat is present, with exceptions only to prevent death of the pregnant woman or serious risk of substantial irreversible impairment of a major bodily function.

Defines "fetal heartbeat" as cardiac activity or steady rhythmic contraction of the fetal heart within the gestational sac, and "unborn human individual" as an organism of the species homo sapiens from fertilization until live birth.

Requires physicians performing abortions under the medical necessity exceptions to document in writing under penalty of perjury the medical condition being addressed and the medical rationale for the procedure, maintaining records for at least seven years.

Adds violation of the fetal heartbeat prohibition as grounds for physician license revocation, suspension, or disciplinary action under Section 73-25-29.

Takes effect July 1, 2019.
