Amends Mississippi Code Section 63-1-203 to expand the exemption from commercial driver's license requirements for military equipment to explicitly include the Mississippi Military Department and its employees.

Excludes military and commercial equipment owned or operated by the Mississippi Military Department and operated by employees of the Mississippi Military Department from the definition of "commercial motor vehicle" under the Commercial Driver's License Act.

Applies the exemption to equipment operated by active duty military personnel, military reserves members, National Guard members on active duty, part-time National Guard personnel, National Guard military technicians, Mississippi Military Department employees, and active duty U.S. Coast Guard personnel.

Takes effect July 1, 2019.
