Reenacts multiple sections of Mississippi's workforce training and employment security laws, including the Comprehensive Workforce Training and Education Consolidation Act of 2004 and related unemployment compensation statutes.

Establishes the Mississippi State Workforce Investment Board with 41 voting members (majority from business/industry) to develop statewide workforce development strategy and oversee local workforce investment boards and centers.

Creates workforce development centers affiliated with community colleges to provide training, assessment, and placement services for job seekers and customized training for businesses.

Transfers powers and duties of the Mississippi Employment Security Commission to the Mississippi Department of Employment Security within the Office of the Governor, with an executive director appointed by the Governor.

Extends the repealer date on these reenacted statutes from July 1, 2019 to July 1, 2022, allowing the workforce development system to continue operating.
