Amends Mississippi Code Section 27-65-111 to exempt retail sales of school supplies from state sales tax during a specific annual period.

School supplies exemption applies from 12:01 a.m. on the last Friday in July through 12:00 midnight the following Saturday, with a $100 per-item price limit.

Provides an all-inclusive list of 41 eligible school supply items including backpacks, calculators, notebooks, pencils, markers, textbooks, folders, rulers, scissors, and writing tablets.

Maintains existing clothing and footwear exemption (items under $100) during the same weekend period, excluding accessories, rental items, and specialized footwear like skis and roller blades.

Takes effect July 1, 2019, and allows municipalities to opt out of the exemption by adopting a resolution and notifying the Department of Revenue at least 90 days in advance.
