Allows a person to sell an abandoned motor vehicle under Section 63-23-1 et seq. without the vehicle being titled and registered in the seller's name.

Permits sale of a motor vehicle that is titled but not registered if the buyer signs an affidavit with the Department of Revenue attesting the vehicle will not be operated on roads, streets, or highways.

Exempts the buyer from registration requirements until or unless the vehicle will be operated on public roads, streets, or highways.

Maintains existing exceptions for heirs, dealers, parts dealers, Title Pledge Act sales, insurance companies, and finance companies to sell untitled/unregistered vehicles.

Effective July 1, 2019.
