Extends the repeal date of Section 21-1-27, Mississippi Code of 1972, from July 1, 2019 to July 1, 2022.

Applies to municipalities with population exceeding 40,000 that contain a state-supported university and are intersected by U.S. Highways 49 and 11.

Requires municipalities annexing unincorporated territory after January 1, 2016 to either include more than 50% of residents in the census block or cede zoning and subdivision regulation authority to the county board of supervisors if 50% or fewer residents are included.

If zoning authority is ceded to the board of supervisors, the municipality may only advise on such regulation but the board of supervisors retains ultimate authority.

Effective July 1, 2019.
