Extends the repeal date of statutes governing the Mississippi Gulf Coast Region Utility Board from July 1, 2019 to July 1, 2022.

The Utility Board serves as a collaborative forum for the Gulf Coast Region to address water, wastewater, and stormwater issues and provide guidance to county authorities.

Board composition includes the president of each county authority plus three at-large directors appointed by the Governor for staggered terms of two, four, and six years initially, then six years thereafter.

Board members serve without salary but receive per diem pay and expenses; directors must post bonds of at least $50,000 and maintain attendance or face removal by majority vote.

The Utility Board has authority to make recommendations, hire staff, enter contracts, receive and spend funds from any source, and conduct studies related to regional water, wastewater, and stormwater services.
