Creates the Mississippi Educational Talent Recruitment Act, a rebate program for recent college graduates (within 2 years of degree completion) who are Mississippi residents employed in qualifying jobs within the state.

Provides a 50% rebate of state income tax liability over a 5-year participation period, or a full 100% rebate if the graduate also purchases property, establishes a registered business with at least one employee, or works as a licensed teacher in a public or nonpublic school.

Defines eligible institutions as state universities, regionally accredited nonprofit four-year colleges/universities in Mississippi, or regionally accredited four-year institutions located outside Mississippi.

Requires the Department of Revenue to administer the program, including reviewing applications, issuing certificates for qualified individuals, and processing rebate claims within 6 months after the 5-year participation period ends.

Makes rebates received under the program deductible as an adjustment to gross income for state income tax purposes and requires colleges and universities to inform students about program availability.
