Creates the Mississippi Smoke-free Air Act of 2019, establishing comprehensive prohibitions on smoking in enclosed public places, places of employment, private clubs, and certain outdoor areas.

Prohibits smoking in all enclosed public places including bars, restaurants, gaming facilities, health care facilities, hotels, retail stores, and transportation facilities, and requires owners to post "No Smoking" signs at entrances.

Bans smoking in all enclosed areas of workplaces without exception and requires employers to notify current employees by July 1, 2019, and prospective employees upon application.

Prohibits smoking within 20 feet of entrances and windows to enclosed buildings, outdoor restaurant and bar seating areas, playgrounds, public transportation stations, and bleachers at sporting events.

Establishes misdemeanor penalties of up to $50 for individuals smoking in prohibited areas and up to $500 for business owners failing to comply; allows local health departments and private citizens to enforce the act and seek injunctive relief; repeals the prior Mississippi Clean Indoor Air Act.
