Amends Section 25-41-3 of the Mississippi Code to expand the definition of "public body" under the Open Meetings Act to include subcommittees and committee members.

Adds "or subcommittee" language to the definition of public body, bringing subcommittees of executive, administrative, and policymaking entities under open meetings requirements.

Removes legislative subcommittees from the list of entities exempted from open meetings requirements, while keeping legislative conference committees exempt.

Makes the amendment effective July 1, 2019.
