Establishes a new position of Curator of the New Capitol Building to oversee preservation, conservation, and maintenance of the building, historic furnishings, and grounds in accordance with Secretary of the Interior's Standards for Rehabilitation.

Places the Curator under joint jurisdiction of the House Management Committee and the Senate Rules Committee, with expenses paid from joint legislative operations funds.

Transfers any existing Curator of the New Capitol Building employed by the Department of Archives and History to the joint jurisdiction of the House Management Committee and the Senate Rules Committee effective July 1, 2019.

Grants the Curator authority to coordinate repairs, renovations, and restoration projects; request permits; coordinate special events; supervise visitor services; and serve as liaison among legislative leadership, Department of Finance and Administration, and project professionals.

Removes previous duties related to the New Capitol Building from the Board of Trustees of the Department of Archives and History by amending Section 39-5-6.
