Requires all public buildings under state or political subdivision control, and private/commercial businesses open to the public for assembly or amusement purposes, constructed on or after July 1, 2019, to have at least one restroom facility with an adult changing station for persons with physical disabilities.

Requires buildings constructed before July 1, 2019 to install and maintain an adult changing station by January 1, 2022.

Adult changing stations must include a wall-mounted folding table with minimum 400-pound weight capacity, at least 72 inches long and 18 inches wide, mounted at minimum 18 inches from the floor.

Requires conspicuous signage at station entrances and in central directories indicating the location of adult changing stations, which must be accessible to both men and women.

Defines "places of public assembly or amusement" as auditoriums, convention centers, cultural complexes, exhibition halls, amusement parks, sports arenas, or movie theaters with minimum occupancy capacity of 500 people.
