Amends Section 55-15-81 of the Mississippi Code to establish criminal penalties for violating the law prohibiting alteration of historical monuments and memorials on public property.

Prohibits relocation, removal, disturbance, alteration, renaming or rededication of monuments and memorials dedicated to military wars, military figures, military events, or military units on state or local public property.

Allows governing bodies to move memorials to more suitable locations for preservation, protection, care, repair, or restoration without violating the law.

Imposes penalties of a $10,000 fine and six months in jail for any person who violates the prohibition, plus all restoration or relocation costs incurred.

Makes members of governing bodies personally liable for violations if they vote for or cause actions that alter historical monuments, except for votes to move memorials to more suitable locations as permitted.
