Repeals Sections 77-3-709 and 77-3-711 of the Mississippi Code, which previously provided exceptions to the Mississippi Telephone Solicitation Act.

Amends Section 77-3-715 to remove the commission's authority to establish written policies allowing discretionary exceptions to the telephone solicitation provisions.

Retains the commission's ability to promulgate rules regarding do-not-call database management, solicitor registration, access fees, and other operational matters.

Effective July 1, 2019.
