Requires each local education provider (school districts, charter schools, boards of cooperative services) to create and maintain a searchable, publicly accessible website database of expenditures and revenues by July 1, 2020.

Website must include detailed data on all monies received and expended, including entity names and addresses, amounts, funding sources, dates, budget categories, expenditure descriptions, and Education Return on Investment (eROI) analysis.

Data must be provided in downloadable, open-structured format that allows users to systematically sort, search, and access information; website must be updated at least monthly with budgeted figures posted within one week of budget adoption and audited figures within one week of acceptance.

Requires posting of total expenditures and per-pupil spending figures on the local education provider's homepage, along with average daily attendance data, and must include separate accounting for adult education, community services, and preschool expenditures.

Effective date is July 1, 2019; website data must only include public records and information not protected from disclosure under state or federal law.
