Increases the daily per-prisoner food allowance for county jails from $6.00 to $15.00 per day under Mississippi Code Section 19-25-73.

Applies the new $15.00 limit to sheriffs who purchase food in the county's name, as well as to counties maintaining a "jail food allowance account" for prisoner feeding expenses.

Allows counties to charge political subdivisions housing prisoners in county jails an amount not exceeding the state-set rate for Department of Corrections inmates, without affecting existing DOC payment rates.

Takes effect July 1, 2019.
