Establishes the "Agency Accountability Review Act of 2019" requiring the Mississippi PEER committee to review 3-5 state agencies annually beginning in 2020 according to a schedule set by October 1, 2019.

Requires PEER to evaluate agencies based on criteria including efficiency, mission achievement, overlap with other agencies, complaint handling, rulemaking processes, employment compliance, conflicts of interest, public records responsiveness, and federal funding implications.

Mandates PEER publish comprehensive review reports by December 15 each year addressing whether agencies should be abolished, reorganized, consolidated, or continued, with recommendations to improve operations.

Requires agencies under review to submit information to PEER by December 1 including lists of statutory reporting requirements and evaluations of whether those reports remain necessary.

Establishes automatic repeal of all administrative rules five years after adoption unless readopted at least 60 days before expiration, with agencies required to notify legislative committees by January 15 of rules scheduled to expire that year.
