Requires annexation petitions to certify that all property to be annexed will have legal and practical ingress and egress to and from a public road.

Mandates that if property lacks adequate ingress and egress to a public road, the property owner must be joined as a party defendant in the annexation proceeding.

Prohibits annexation of property that will lack ingress and egress to a public road unless the property owner consents to the annexation.

Allows the chancellor to modify a proposed annexation by decreasing the territory to be included if ingress and egress requirements cannot be met.

Requires the municipal corporation and any property owners without road access to be made parties to annexation proceedings and served with notice at least 30 days before the hearing.
