Moves the Office of the Medical Examiner from an independent office within the Department of Public Safety to be included under the Office of Forensics Laboratories.

Requires the State Medical Examiner to work under the supervision of the Commissioner of Public Safety and within the Office of Forensics Laboratory.

Changes the State Medical Examiner Advisory Council name reference from "Coroners'" Association to "Coroner and Medical Examiners" Association.

Maintains the Forensics Laboratory's separate funding and accounts from the Department of Public Safety while allowing combined resource utilization.

Takes effect July 1, 2019.
