Prohibits changes to precinct boundaries from October 1 of years ending in 8 through December 31 of years ending in 0 (the decade following each census), allowing only sub-precinct modifications during this period.

Requires boards of supervisors to notify the Secretary of State with legal descriptions and maps of any boundary changes for supervisors districts, voting precincts, and sub-precincts before implementation.

Restricts boundary changes to occur only within specific timeframes and mandates certification of officials by the Secretary of State to implement changes in the Statewide Elections Management System.

Adds sub-precinct references throughout election law sections and removes outdated language requiring boundaries to conform to natural or artificial visible boundaries.

Brings forward sections 21-8-7, 21-9-15, and 23-15-39 relating to municipal government structure and voter registration procedures for possible amendment, with an effective date of July 1, 2019.
