Creates the Mississippi Broadband Enabling Act authorizing electric cooperatives to own, construct, and operate broadband systems as part of their electric delivery infrastructure.

Allows electric cooperatives to establish broadband affiliates and permits broadband operators to use electric cooperative infrastructure to provide broadband services, including internet, video, and voice-over-internet-protocol services.

Exempts broadband affiliates and operators utilizing electric cooperative infrastructure from regulation by state agencies, instrumentalities, or political subdivisions.

Establishes that broadband system installation cannot diminish electric system reliability and prohibits electric cooperatives from conditioning electric service on broadband service purchase or disconnecting for nonpayment of broadband services.

Creates a limited damages remedy allowing landowners to petition circuit court for property damage compensation from broadband operators, with damages based on fair market value difference and recovery limited to operators rather than cooperatives.
