Creates new Section 3-3-63 of the Mississippi Code to designate "Queen of the South," written by Rich Cox, as the second official state song of Mississippi, joining the existing official state song "Go, Mississippi" adopted in 1962.

Notes that multiple states have two or more official state songs (Tennessee has six, West Virginia has three, and Arkansas, Florida, Louisiana, and South Carolina each have two) and rationale that the existing state song is not suited for informal daily use.

Requires the Division of Tourism of the Mississippi Development Authority and other state agencies to promote use of "Queen of the South" in advancing the state and its citizens, with copyright permission granted by the song's author.

Takes effect July 1, 2019.
