Creates the Mississippi Broadband Enabling Act authorizing electric cooperatives to own, construct, and operate broadband systems as part of their electric delivery infrastructure.

Allows electric cooperatives to establish broadband affiliates, make capital investments in them, and permit affiliated or unaffiliated broadband operators to use their electric delivery systems to provide broadband services.

Prohibits state agencies, instrumentalities, and political subdivisions from regulating the facilities, operations, or services of broadband affiliates or operators utilizing an electric cooperative's electric delivery system.

Restricts electric cooperatives from requiring broadband service purchases as a condition of receiving electric service and from disconnecting electric service due to unpaid broadband bills.

Establishes a limited remedy allowing landowners to seek damages through circuit court if their property is damaged by broadband system use, with damages paid solely by the broadband operator and resulting in a permanent easement in favor of the operator.
