Requires separate elections in both the municipality and proposed annexation territory when 20% of qualified electors in the territory petition for a vote within 60 days of ordinance adoption, with elections held within 60 days of petition certification.

Annexation requires approval by majority vote in both the municipality and the territory proposed to be annexed; if either rejects the annexation, the municipality cannot propose annexing the same territory for 5 years.

Removes municipal annexation disputes from chancery court proceedings for expansion cases, keeping court involvement only for municipal boundary contractions.

Extends the repeal date of special requirements for municipalities with over 40,000 population containing a state university (at the intersection of US Highways 49 and 11) from July 1, 2019 to July 1, 2023.

Requires municipalities to file certified copies of expansion ordinances with the Secretary of State after the annexation becomes effective; Secretary of State must also receive copies of court decrees approving or denying boundary contractions.
