Amends Mississippi Code Section 11-46-15 to increase the liability cap for claims against governmental entities and their employees under the Tort Claims Act.

Establishes a series of escalating damage caps beginning July 1, 2019: $600,000 (2019-2020), $700,000 (2020-2021), $800,000 (2021-2022), $900,000 (2022-2023), and $1,000,000 (2023 and after).

Maintains existing restrictions prohibiting awards for exemplary or punitive damages, pre-judgment interest, and attorney's fees unless specifically authorized by law.

Requires courts to reduce verdicts that would exceed the applicable maximum liability cap when combined with costs and authorized attorney's fees.

Takes effect July 1, 2019.
