Amends Mississippi Code sections 99-39-5 and 99-39-27 to allow successive post-conviction relief applications when adoption or enactment of new state law would have actually adversely affected the outcome of a conviction or sentence.

Adds new exception to the three-year statute of limitations for post-conviction motions to permit filings when state law changes would have altered the conviction or sentence outcome.

Modifies the bar against successive applications by allowing a second or successive post-conviction application if new state law would have adversely affected the original conviction or sentence.

Applies to persons sentenced by Mississippi courts, including those currently incarcerated, on probation, on parole, or subject to sex offender registration requirements.

Takes effect July 1, 2019.
