Brings forward sections 27-103-125, 27-103-139, 27-103-203, 27-103-211, 27-103-213, and 27-103-303 of Mississippi Code relating to budget procedures and fund management for possible amendment.

Amends Section 37-61-33 to delete the requirement that $25,000,000 from the Education Enhancement Fund be deposited into the Working Cash-Stabilization Reserve Fund until that fund reaches 7.5% of General Fund appropriations.

Directs the State Fiscal Officer to transfer $1.00 from the General Fund and $1.00 from the Treasurer's Office Abandoned Property Fund to the Capital Expense Fund during fiscal year 2019.

Maintains existing provisions governing the Working Cash-Stabilization Reserve Fund and Capital Expense Fund, including their purposes, investment requirements, and withdrawal limitations.
