Exempts Mississippi from federal daylight saving time requirements under 15 USCS Section 260a(a), which mandates advancing standard time by one hour.

Applies the exemption to the entire state of Mississippi and all of its political subdivisions.

Authorizes the exemption under the Uniform Time Act of 1966, which grants states the authority to opt out of federal daylight saving time provisions.

Takes effect January 1, 2020.
