Recognizes and commends Sergeant Trey Troney of Raleigh, Mississippi for his heroic actions on December 22, 2018 while traveling home from Fort Bliss, Texas.

Troney responded to a vehicle accident on Interstate 20 near Sweetwater, Texas and discovered the driver, Jeff Udger, had a collapsed lung and was losing consciousness from blood loss.

Using first aid supplies from his military training, Troney improvised a needle chest decompression device by modifying a ballpoint pen to relieve pressure on Udger's collapsed lung and restore his breathing.

Paramedics credited Troney with saving Udger's life; Udger made a full recovery and praised Troney's response as heroic.

Directs that copies of the resolution be furnished to Sergeant Trey Troney and members of the Capitol Press Corps.
