Proposes amendment to Mississippi Constitution of 1890 creating a new section authorizing county and municipal consolidation into metropolitan governments.

Requires Legislature to enact general laws and permits local and private laws prescribing the manner and procedure for municipalities to merge with other municipalities in the same county, with the county, or with both.

Legislation must prescribe powers and duties of metropolitan government including taxation and finance authority, and must establish the number, qualifications, and selection method for governing authorities and officials.

Legislation may require continuation of existing county offices and officials or authorize their abolishment and replacement with new metropolitan government offices and officials.

Amendment scheduled for voter approval on first Tuesday after first Monday of November 2019.
