Mississippi currently displays statues of Confederate figures Jefferson Davis and James Zachariah George in the Capitol, both dedicated in 1931.

Details Fannie Lou Hamer's civil rights legacy, including her voter registration efforts beginning in 1962, founding of the Mississippi Freedom Democratic Party, and work on the Freedom Summer campaign and Poor People's Campaign.

Authorizes replacement under 2 USC Section 2132, which allows states to remove previously placed statues and replace them with socially inclusive displays; Mississippi must pay all costs associated with the replacement.

Requests the Governor issue a proclamation approving the replacement and create a commission to solicit private contributions for the statue's creation and placement.
