Proposes a new section to the Mississippi Constitution of 1890 establishing that the right to life is vested in each human being, including born and unborn persons.

Defines "human person" and "human being" to mean each member of the species homo sapiens at all stages of life, including the moment of fertilization or cloning.

Explicitly states the amendment shall not require prosecution of women for the death of their unborn child, prohibit in vitro fertilization, or prohibit birth control or contraception.

Directs the Secretary of State to submit the proposed amendment to qualified electors on the first Tuesday after the first Monday of November 2019.
