Amends Section 241 of the Mississippi Constitution to suspend voting rights for persons convicted of murder, rape, bribery, theft, arson, obtaining money or goods under false pretense, perjury, forgery, embezzlement, or bigamy.

Restores voting rights to such persons once they have satisfied all sentencing requirements of their conviction, including parole or probation.

Repeals Section 253 of the Mississippi Constitution, which previously allowed the Legislature to restore voting rights by two-thirds vote of both houses.

Proposes these amendments be submitted to qualified electors on the first Tuesday after the first Monday of November 2019.

Changes voting rights from permanent disenfranchisement to temporary suspension conditioned on completion of all sentencing requirements.
