Suspends Joint Rules deadlines under Joint Rule No. 40 to allow drafting, introduction, consideration, and passage of video gaming legislation during the 2019 regular session.

Authorizes video gaming in Mississippi under regulatory authority of the Mississippi Gaming Commission over all video gaming terminals, redemption terminals, and related equipment and activities.

Requires licensing of video gaming operators, their employees, manufacturers, and suppliers of video gaming equipment, with testing and certification of machines by the Commission.

Establishes limits on the number of video gaming machines allowed on licensee premises and on wager amounts, with associated civil and criminal penalties for violations.

Amends Mississippi Code Section 27-115-5 and brings forward Sections 87-1-1, 97-33-1, 97-33-7, 97-33-17, and 97-33-27 for possible amendment related to video gaming regulation.
