Creates new Joint Rule No. 41 requiring racial and ethnic disparity impact statements for bills, concurrent resolutions, and amendments that create, significantly change, or alter penalties for public offenses.

Requires impact statements to include a reliable estimate of anticipated effects on the racial and ethnic population of the state, either directly or indirectly.

Department of Public Safety's Office of Public Safety Planning must prepare and furnish impact statements within seven days of request, or bill authors and committees may prepare their own based on available information and research.

Allows bill authors or committees to attach alternative impact statements if they disagree with the prepared statement, and permits any legislature member to request an impact statement during floor consideration if none was initially provided.

Exempts general appropriation bills, conference reports, and local and private bills from the impact statement requirement.
