Recognizes Dr. Belle S. Wheelan as the first woman and first African American to serve as President of the Southern Association of Colleges and Schools Commission on Colleges.

Acknowledges her 40-year career in higher education, including roles as faculty member, chief student services officer, campus provost, college president, and Secretary of Education, often as the first African American and/or woman in those positions.

Commends her educational credentials including a bachelor's degree from Trinity University (1972), master's degree from Louisiana State University (1974), and doctorate from University of Texas at Austin (1984).

Recognizes six honorary degrees and numerous national awards including the John Hope Franklin Award, AACC Leadership Award, and ETS Terry O'Banion Prize in Education.

Directs copies of the resolution be furnished to Dr. Wheelan and members of the Capitol Press Corps.
