Creates a new House rule prohibiting the official Mississippi state flag (which contains the Confederate Battle Flag in its design) from being displayed in the House Chamber.

Allows exceptions for small versions of the state flag displayed at members' desks or worn as pins on clothing.

Cites the flag's historical association with segregation, the KKK, white supremacy, and its use as a symbol of hate and oppression to many Mississippi citizens.

States the House Chamber should display symbols that unite all people of the state rather than divide them, as the chamber represents and is funded by all citizens.
