Recognizes Dr. Belle S. Wheelan as the first woman and first African American to serve as President of the Southern Association of Colleges and Schools Commission on Colleges.

Acknowledges her 40-year career spanning roles as faculty member, chief student services officer, campus provost, college president, and Secretary of Education, often as the first African American and/or woman in those positions.

Documents her educational credentials including a bachelor's degree in psychology and sociology from Trinity University (1972), master's degree in developmental educational psychology from Louisiana State University (1974), and doctorate in educational administration from the University of Texas at Austin (1984).

Commends her numerous awards and recognition including six honorary degrees, the John Hope Franklin Award from Diverse Issues in Higher Education, the ETS Terry O'Banion Prize in Education, and designation as President Emerita by Central Virginia Community College in 2017.

Directs copies of the resolution be provided to Dr. Wheelan and members of the Capitol Press Corps.
