Repeals Section 27-19-21, Mississippi Code of 1972, which imposed an annual tax on electric vehicles payable to county tax collectors.

Repeals Section 27-19-23, Mississippi Code of 1972, which imposed an annual tax on hybrid vehicles payable to county tax collectors.

Requires the Department of Revenue to refund all payments made under the repealed sections prior to the effective date of the act.

Effective July 1, 2019.
